You can also use these tools from the command line, but you need to install the command line tools from within Xcode. I have macOS High Sierra 10.13.4 and Xcode 9.3 (9E145). Apple provides a complete development environment for programmers named Xcode. If you use Xcode, these tools are also embedded within the Xcode IDE.
